You have to do this every time you open the game (only after the main menu loads up), but this brought performance up to parity with when the game is unfocused. exe (FlightSimulator.exe) in process lasso, right click on it, go to Priority class > Current and disable "Windows dynamic thread priority boosts enabled (*)" Start the game and wait for it to reach the main menu ( Do NOT do the next step before the game has reached the main menu, trust me on this one).This step doesn't need to be done every time, it's a one time only. In process lasso, in the top left of the window, go to Main > and disable "ProBalance enabled".The fix suggested for that (Setting processor scheduling to background services) did not help that much for me (It was slightly better, but way worse than unfocused with default scheduling), but this works perfectly: This is actually related to the window focus bug which causes much worse performance when the game is the active window. It's possible to limit the number of instances of some processes, or prevent others from running at all. You can give processes standard priorities, for instance, so important programs run at the best possible speeds. If you're a more experienced user, though, then exploring the menus will reveal all kinds of interesting features. You don't have to spend an age configuring complex options and settings before you can get started, just install the program and it'll work reasonably well on its own. However the authors have gone to a great deal of trouble to hide it. If this sounds like it might be complicated, then you're right - the underlying technology really is. This interesting program runs in the background and tries to detect when unruly programs are slowing down your PC, then intelligently adjusts their priorities to ensure your system's responsiveness isn't affected. You might think this is just the way things are, but Process Lasso is specially designed to offer an alternative. And at the worst, they'll hog just as much of your CPU's attention as they can get, bringing anything else you're running to a grinding halt. At a minimum, they might constantly use a low level of processor time, just enough to stop your laptop ever going to sleep. Most programs are polite, well-behaved, use only their share of system resources and so make the minimal impact on your PC.
